E-Auction: Billboard/Hoarding Site at Rumi Park, Rawalpindi Cantt (3-Year Lease)

Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonments Dept). Rawalpindi Cantonment Board invites e-auction bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the auction of a billboard/hoarding site at Rumi Park (facing TM Chowk) on a 3-year lease.

Key actions & requirements:

- Registration: All interested bidders must be registered on EPADS Version 2.0 before participation. Register at: https://vendors.epads.gov.pk/register

- Eligibility: Only bidders registered with the Federal Board of Revenue (FBR), appearing on the Active Taxpayer List (ATL), and registered on EPADS v2.0 are eligible.

- Submission: Bids shall be submitted electronically only via EPADS v2.0. Manual, physical, or hardcopy bids will not be accepted.

- Bid security: Each bidder shall submit a bid security amount of Rs. 100,000/- in the shape of Pay Order / Bank Draft / Call Deposit (CDR) in favour of "Cantonment Executive Officer, Rawalpindi Cantonment Board."

- Auction period / Contract length: The site will be awarded through auction for a period of three (03) years. The advertised contract period is from 15-07-2026 to 14-07-2029.

- Payment & award: The successful bidder shall deposit 25% of the annual auction amount immediately after closing; the first monthly installment shall be deposited within seven (07) days of award. Bids to be quoted on an annual basis; the contract fee shall increase by 10% on a compound basis for the 2nd and 3rd years.

- Taxes & law: Income tax and other applicable taxes will be levied as per prevailing rules and government clarifications and must be deposited in advance.

- Important dates: The e-auction shall remain open until Monday, 02 July 2026 at 02:00 PM. Bids will be opened/evaluated online the same day at 03:30 PM.
