Issuer: Government of Balochistan — Balochistan Traffic Engineering Bureau (BRT Network Project). Applications are invited for selection of individual consultants (short-term) to support the Balochistan Feasibility Study, Detailed Engineering Design and BRT Rapid Transit (ADB-assisted Project).

Position	Key Qualifications & Experience	Nationality / Residency
Financial Management Specialist	University degree in accounting, finance, economics or related field. Professional accounting qualification desirable (ACCA, CA, CPA, CMA, ACCA, MBA in Accounting or equivalent). Minimum ~10 years of experience in financial management of multi-lateral development bank (MDB) or internationally funded infrastructure/transport projects. Experience with financial management, accounting, disbursement, reporting and financial control requirements of MDBs (ADB experience preferred). Strong financial analysis, MS Excel and written/verbal English communication skills; familiarity with accounting software and design of financial reporting systems.	Pakistani nationals or legally resident in Pakistan for the assignment
Procurement & Contract Management Specialist	University degree in law, civil engineering, business administration or related field. Minimum ~10 years of professional procurement experience in public sector (and/or private sector) covering preparation and evaluation of bidding documents and contract management. Demonstrated procurement experience in projects financed by Multilateral Development Banks; prior ADB procurement experience is desirable. Knowledge of procurement planning, bid evaluation, contract administration and applicable procurement laws/regulations.	Pakistani nationals or legally resident in Pakistan for the assignment
