Project Director (Engineering Wing), People's University of Medical & Health Sciences for Women (PUMHSW), Shaheed Benazirabad (Nawabshah), Sindh invites sealed proposals from reputable consultant firms registered with Pakistan Engineering Council (PEC) or Pakistan Council of Architects & Town Planners (PCATP) for consultancy services under a Single Stage Two Envelope procedure as per SPPRA Rules.

Eligibility & Mandatory Submission Requirements

| Professional Registration | Firm must be registered with PEC or PCATP (registration valid up to June 2026 as stated). |
| Firm Staff | All proposed staff must be permanent employees of the firm with supporting evidence (tax deduction certificate or verifiable bank transaction and PEC endorsement of engineering staff). |
| Tax & Regulatory | NTN registration and valid SRB registration (bidder must be active taxpayer) with Income Tax returns for the last 3 years. |
| Company Registration | Copy of registration from SECP or Registrar of Firms (as applicable for private limited/partnership firms). |
| Experience & Credentials | Relevant experience and supporting documents/certificates as per advertisement (submit original/attested documents). |
Submission & Selection
Interested consultant firms must submit original/attested documents and their brochure along with the application to the Office of the Project Director (Engineering Wing), PUMHSW, Shaheed Benazirabad, and also upload required documents on the ePADS portal as specified in the advertisement. Selection will be made under the Quality & Cost Based Selection (QCBS) method and only financially sealed bids of technically responsive firms will be opened. The Procuring Agency reserves the right to accept or reject any or all proposals.
