Invitation to Bid: Hybrid Solarization of Lahore Courts — District & Sessions Judge, Lahore

Issuer: District & Sessions Judge / Chairman, District Development Committee, Lahore. Invitation to e-bid under Punjab Procurement Rules, 2014 (amended) for solarization works under Judicial Development Funds (JDF).

Eligibility: Reputed, financially sound firms/contractors/companies enlisted with PEC in category C-3 or above having codes CE09, CE10 (Civil Works) and EE11 (Solar Installation) for the current financial year 2025-26; registered with Income Tax, Sales Tax, Professional Tax and Punjab Sales Tax Departments where applicable.

Submission method: E-bids must be submitted on the e-Pak Acquisition & Disposal System (ePADS). Bidding documents may be downloaded from e-PADS, PPRA website and the Court website. Further information available from the Accounts Branch of the Office.

Bid documents & deadlines: Electronic bids must be submitted by 2026-06-17 at 11:00 AM. Bids will be opened on 2026-06-17 at 11:30 AM in the Office (if a public holiday, opening will occur on the next working day).

Bid security & originals: 5% of the estimated cost as CDR/Pay Order/Bank Draft issued by a scheduled bank in favor of District & Sessions Judge, Lahore, must be submitted in original on or before the bid submission deadline. E-bids without the original CDR/bank guarantee will be rejected. CDR of unsuccessful bidders will be returned after finalization; CDR of successful bidder(s) will be retained as performance security. Successful bidder(s) must also submit an additional Performance Guarantee as required in the bidding documents.

Procedure & terms: Single Stage Two Envelope Bidding Procedure as per Rule 38(2) of Punjab Procurement Rules, 2014. Rates should be inclusive of Income Tax, General Sales Tax and Punjab Sales Tax on services and valid until 2026-09-30. Project completion times will be as per bidding documents. Bidders failing eligibility/evaluation criteria or incomplete documentation will be declared non-responsive.
