Khyber Pakhtunkhwa Health Foundation invites sealed Expressions of Interest (EOI) from eligible firms/consortia for outsourcing hospital management services under a Public-Private Partnership for designated Category-D hospitals. The EOI seeks qualified service providers to operate and improve healthcare delivery at the listed facilities in accordance with the Terms of Reference (ToR).

Purpose	Outsourcing of hospital management services to improve service quality, efficiency and access through private sector engagement under PPP arrangements.
Eligibility & Requirements	Sealed bids/EOIs from eligible bidders; joint ventures/consortia are allowed subject to compliance with ToR and conditions. Bidders must be registered with Khyber Pakhtunkhwa Revenue Authorities. Procurement will follow the Single Stage, Two Envelope procedure in accordance with applicable KPPRA / KP-PPA rules.
Submission	Submit sealed EOIs by the deadline (see below). EOI documents and submission formats may be downloaded from the Foundation's official website and will be governed by the ToR.
