EOI: Outsourcing Hospital Management Services (PPP) – CAT-D Hospital Katki (Bannu) & RHC Draban Kalan (D.I. Khan) — Khyber Pakhtunkhwa Health Foundation

Issuer: Khyber Pakhtunkhwa Health Foundation (KPHF). Reference: HPE-034/2026-27. KPHF invites Expressions of Interest (EOI) from eligible private-sector firms/consortia for outsourcing hospital management services under a Public–Private Partnership (PPP) model to improve healthcare delivery and service coverage in Khyber Pakhtunkhwa.

Scope: Management and delivery of health services under approved health policy and sector strategy; provision of improved healthcare facilities and services in accordance with the Terms of Reference (ToRs). Joint ventures/consortia are eligible and bidders must comply with terms in the EOI documents.

How to apply: Download EOI documents and prescribed submission formats from the official KPHF website (https://www.kphf.gov.pk/). Submit completed EOIs by the closing date and time indicated below. Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority.

Procurement procedure: Single Stage, Two Envelope Procedure per Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KP-PPRA) Act 2012 and KP-PPRA Rules 2014. Technical proposals will be evaluated first; financial proposals of technically qualified bidders will then be opened.

Key dates & process: Deadline for submission: 2026-06-30 at or before 14:30 PST. EOIs will be opened on the same day at 15:00 PST. Late bids will not be accepted.

Additional notes: The Foundation reserves the right to reject any or all bids in accordance with applicable procurement rules. Reasons for rejection will be recorded.
