NHMP Procurement Notice — Outsourcing Janitorial Services (3-year) — Sheikhupura

The National Highways & Motorways Police (NHMP) invites sealed bids from eligible and experienced firms/companies for outsourcing janitorial services under a three-year contract. Bidders must be duly registered with FBR and PRA and comply with Public Procurement Rules and E-Pak Regulations.

Eligibility & Bid Security: Bidders must be registered with FBR and PRA. Bid security of PKR 350,000 must accompany proposals in the form of CDR, pay order, or demand draft in favour of "The Commandant NHMP Training College." Purchase-order firms/companies may submit a completed Bid Security Declaration as provided in Section VI of the bidding documents.

Bidding Procedure & Documents: Single-stage two-envelope procedure will be used. Procurement will follow Public Procurement Rules 2004 (as amended in 2021) and E-Pak Procurement Regulations 2023. Bidding documents are available free of cost on NHMP, PPRA and PPRA E-PADS websites or can be obtained from NHMP Training College during office hours before the closing date.

Key Dates & Submission: Pre-bid meeting: 2026-06-09 at 13:00 hrs at NHMP Training College, Sheikhupura. Last date for delivery of original bid to the address below: 2026-06-18 by 13:00 hrs. Public opening of bids: 2026-06-18 at 14:00 hrs in presence of bidders' representatives. If a scheduled opening date is a public holiday, the next working day will apply.

Submission Requirements: Original bids must comply with the Bid Data Sheet and Rule 36(8) requirements. Bidders are also required to upload bids on PPRA E-PADS in accordance with E-Pak Procurement Regulations 2023.
