Issuer: National Highway Authority (NHA), Finance Wing – Revenue Directorate, NHA Headquarters, Islamabad. NHA invites interested bidders (individuals, firms, companies) to participate in an open auction for OM&M contracts of toll plazas on national highways and collection of toll on a net guaranteed monthly revenue basis for the period ending 30-06-2027.
Key conditions: bidders must have an active NTN as an active taxpayer, must not be blacklisted/debarred by NHA or any government agency, and bidders whose blacklisting is under process may participate. The Request for Proposal (RFP) and full terms may be downloaded from the NHA website from 2026-06-18.
Important dates and submission details:
Pre-auction meeting: 2026-06-22 at 11:00 hrs at NHA HQ Auditorium, Islamabad.
Registration (submission of required earnest money and documents): 2026-06-22 to 2026-06-28 during office hours at Revenue Section, NHA HQ Islamabad.
Auction date (start): 2026-06-29 at 11:00 hrs at NHA HQ Auditorium. Each toll plaza will be auctioned sequentially as per the published schedule.
Earnest money / bid security: Earnest Money/Bid Security (original) must be submitted in the form of Pay Order/Bank Draft in favor of "NHA Road Maintenance Account 2301-1" maintained with UBL RBF Sector G-9/1 Islamabad. Public sector entities may submit an original bank guarantee issued by a commercial bank (minimum AA rating).
Non-refundable bid document fee / participation fee: Rs. 20,000 per toll plaza in the shape of Pay Order/Demand Draft in favor of NHA Road Maintenance Account (as specified in RFP).
