Tender: Gravity Flow Water Supply Scheme Mansehra – Construction Packages (EPADS)

Issuer: Project Director, Project Management Unit (PMU), Gravity Flow Water Supply Scheme, Public Health Engineering Department (PHED), Government of Khyber Pakhtunkhwa. Financial assistance (loan) from the Saudi Fund for Development (SFD).

Purpose: Invitation for sealed/electronic bids through EPADS for construction sub-works of the Gravity Flow Water Supply Scheme, Mansehra (SFD Assisted) ADP #130237. Interested bidders must follow EPADS procedures and the SFD procurement guidelines.

Key eligibility and submission requirements:

• Saudi partner: Must be classified as Class-A in the Kingdom of Saudi Arabia and hold valid registration and a valid licence to undertake the works.
• Pakistani partner: Must possess a valid Pakistan Engineering Council (PEC) licence and meet the qualification and eligibility requirements specified in the bidding documents.
• Joint ventures: A Joint Venture Agreement must be submitted with the bid. Joint venture partners shall be jointly and severally liable for contract execution.
• Bidding method: Single-Stage Two-Envelope method in accordance with SFD procurement guidelines. Bids submitted electronically through EPADS; hard copies of original financial instruments and specified documents must also be submitted as required.
• Bid security and bidding entry fee: Refer to the table above for amounts per package. All bids must include the specified bid security and entry fee in the form and manner required by the bidding documents.
• Pre-bid meeting and query submission, technical/financial bid opening, submission of originals and other procedural details are provided in the bidding documents available on EPADS. Bidders must ensure compliance with all EPADS and SFD procurement rules.
