Punjab Highways Department Tender Notice – Highway Special Repair Works (Mandi Bahauddin)

Issuing authority: Executive Engineer, Highway Division, Mandi Bahauddin (Superintending Engineer, Highways Circle Gujrat).

Scope: E-tenders are invited from Pakistan Engineering Council (PEC) registered firms/contractors (relevant category/codes) for special repair/rehabilitation works on various highway stretches. Contractors must be registered on the Punjab e-Procurement portal (eproc.punjab.gov.pk) and follow PPRA/Punjab rules.

Key submission & eligibility requirements:

• Registration: PEC registration in relevant category and registration on Punjab e-procurement portal are mandatory.
• Earnest money: 5% of the estimated/bid cost to be uploaded as CDR in favor of Executive Engineer, Highways Division Mandi Bahauddin on the e-portal. Original CDR must be submitted to the Tender Opening Committee office on the same day at least half an hour before bid opening; failure to do so will disqualify the bidder.
• Bid opening: Bids will be retrieved from the website and opened in presence of the Tender Opening Committee. Contractors may attend the office of the Superintending Engineer, Highways Circle Gujrat on 2026-06-17 at 01:00 PM (retrieval) with bid opening scheduled shortly after (see table for opening time).
• Performance guarantee: 10% performance guarantee in the form of pay order, bank draft or bank guarantee (valid 3 months beyond completion) — guarantees issued by insurance companies will not be accepted.
• False information/documents (e.g., fake CDR) will lead to blacklisting and legal action; the procuring agency may reject any or all bids per PPRA rules.
• No price variation is admissible for these special repair works.
