RUDA Invitation for Bids — Infrastructure Development of 14.5 km Right Promenade, Lahore (Two Packages)

Issuer: Ravi Urban Development Authority (RUDA), Government of the Punjab. RUDA invites sealed bids (Single Stage Two Envelope - SSTE) for infrastructure development of a 14.5 km Right Promenade along the River Ravi from RD 00+000 (near Fateh Rehan) to RD 47+500 (near Ravi Railway Bridge). Scope includes construction of a 3-lane dual carriageway on the proposed promenade, embankments, electrification works, drainage, ancillary works and connectivity with Lahore Eastern Bypass (LEBP). Payment for executed works shall be made on a 50% deferred payment basis per bidding documents.

Key conditions and instructions:

- Bidding will follow RUDA Procurement Regulations 2022 and the instructions to bidders contained in the bidding documents. Bidders must submit only one bid for each package, either individually or as a partner in a joint venture.

- Bid security shall be in the form of Deposit at Call or a Bank Guarantee issued by a scheduled bank in Pakistan or a foreign bank with a counter-guarantee by a scheduled bank in Pakistan, valid for at least 28 days beyond the bid validity period.

- Bidding documents may be purchased after five (05) working days from the date of advertisement upon submission of a written application and presentation of a non-refundable fee of Rs. 25,000 in the form of a bank draft payable to "Ravi Urban Development Authority".

- Technical bids will be opened publicly at 12:30 PM on the dates indicated for each package. If the bid opening date is declared a public holiday, the same shall be opened on the next working day.
