Issuer: Lahore Electric Supply Company (LESCO), Civil Works Division (Deputy Manager Civil), 132KV Grid Station PWR Main Bazar, Garhi Shahu, Lahore. Bids are invited on E-PADs under the 'Single Stage One Envelope' tendering procedure for multiple civil construction, rehabilitation and upgradation works across LESCO divisions in Lahore.
Eligibility & Documents: Bidding is open to construction companies duly licensed by Pakistan Engineering Council (PEC) in the required technical categories (see table) and renewed for PEC year 2026-27 (or renewed for 2025-26 with deposit slip for 2026-27). Tender documents, bidding instructions and forms are available on the PPRA and LESCO websites and can be downloaded from the PPRA & E-PADS portals (www.ppra.org.pk, www.lesco.gov.pk, www.epads.gov.pk). Bidders must submit bids via E-PADS. Original bid security (in acceptable form as per bidding documents) must be delivered physically to the Deputy Manager (Civil), Civil Works Division LESCO (132 KV Grid Station PWR Garhi Shahu, Lahore) by the submission deadline.
Submission & Opening:
- Bid submission deadline (E-PADS upload): 2026-08-28 by 15:00 (03:00 PM).
- Physical delivery of original bid security: by 2026-08-28, 15:00 (03:00 PM).
- Bid opening (via E-PADS): 2026-08-28 at 15:30 (03:30 PM).
Performance Security: Successful bidder will deposit 10% performance security as per letter of acceptance within 28 days in the form of bank guarantee/pay order/CDR. Failure will result in forfeiture and award to the next lowest responsive bidder.
Tendering Procedure & Evaluation: 'Single Stage One Envelope' tendering procedure will be used. 'Least Cost Method' shall be adopted.
