RUDA Invitation for Bids — Infrastructure Development of 14.5 km Right Promenade (Two Packages)

Ravi Urban Development Authority (RUDA) invites sealed bids under Single Stage Two Envelope (SSTE) procedure for the infrastructure development of a 14.5 km Right Promenade along River Ravi from RD 00+000 (near Fateh Rehan) to RD 47+500 (near Ravi Railway Bridge) in two packages. Works include construction of a 3-lane dual carriageway, promenade, embankments, electrification, drainage, ancillary works and connectivity with Lahore Eastern Bypass (LEBP). Payment for executed works shall be made on a 50% deferred payment basis in accordance with bidding documents.

Eligibility & bidding instructions (summary):

- Bidding will follow RUDA procurement regulations 2022 and the Instructions to Bidders in the bidding documents. Bidders must comply with advertised requirements.

- Each bidder may submit only one bid, either individually or as a joint venture. Bids must be accompanied by the required Bid Security in the specified form (Deposit at Call or Bank Guarantee issued by a Scheduled Bank in Pakistan or a foreign bank counter-guaranteed by a Scheduled Bank in Pakistan) valid for at least 28 days beyond the bid validity period.

- Bidding documents may be purchased from the Executive Director Engineering Wing office after five (05) working days from the date of this advertisement upon written request and payment of a non-refundable fee of PKR 25,000 (payable by bank draft).

- The bid submission deadline and opening times are as listed above. If a public holiday falls on a scheduled submission/opening date, the next working day will apply. Late bids will not be accepted.
