NHA Invites e-Bids for Operation & Management of 5 Police Fine Collection Units on Motorways & Expressways

Issuer: National Highway Authority (Finance Wing – Revenue Directorate), Ministry of Communications, Government of Pakistan.

Purpose: Invitation to electronic bids (e-Bids) for operation & management (O&M) of five (05) packages of Police Fine Collection Units (PCF) on Motorways and Expressways. Contract period runs until 2027-06-30.

Eligibility & key requirements:

- Prospective bidders must have an NTN Certificate and be on the Active Taxpayers List (ATL) of FBR.

- Bidders on all prospective bidders having valid Pakistan Engineering Council (PEC) license as applicable and/or meeting PEC requirements in line with financial limits fixed by PEC for specified packages.

- Bidders must not have any shortfall of NHA revenue and must not be declared defaulters, debarred or blacklisted by any government agency.

Procurement & submission details:

- Procedure: Single-Stage, Two-Envelope.

- Bidding documents (detailed terms & conditions) available for download free of cost from the NHA e-bidding portal w.e.f. 2026-08-13.

- Deadline for online submission of e-Bids: 2026-08-26 up to 11:00 hours (Pakistan time).

- Opening of technical (cover) bids: 2026-08-26 at 12:00 hours. Financial e-bids will be opened online thereafter (financial opening at 13:30 hours).

- NHA reserves the right to accept or reject any or all bids in accordance with the Public Procurement Regulatory Authority (PPRA) rules.
