NHA e-Bids: Operation & Management of 5 Police Fine Collection Units on Motorways & Expressway – Bid Closing 2026-08-26

National Highway Authority (Ministry of Communications) — Finance (Revenue) Directorate invites e-bids from eligible firms for Operation & Management (O&M) of five (05) packages of Police Fine Collection (PFC) units on motorways and an expressway until 30 June 2027.

Key eligibility and submission information:

• Eligible bidders must be Active Tax Payers with the Federal Board of Revenue (FBR) and hold a valid Pakistan Engineering Council (PEC) license as required by the respective package.
• Procurement method: Single-Stage Two-Envelope procedure via NHA e-bidding portal.
• Bidding documents, detailed package locations, KM chains, PEC grade requirements, bid security and other conditions are available on the NHA e-bidding portal.
• All bids must be uploaded on the NHA e-bidding portal on or before 26 August 2026 at 11:00 hours. Technical e-bids will be opened on 26 August 2026 at 11:30 hours.
• Original documents and bid security (as specified in the bid documents) must be submitted in accordance with the bidding instructions.
