NHA Invitation to e-Bids for Operation & Management of 5 Police Collection Unit Packages on Motorways/Expressway (till 30-06-2027)

Issuer: Government of Pakistan, Ministry of Communications — National Highway Authority (Finance Wing – Revenue Directorate).

Purpose: Invitation to e-Bids for Operation & Management (O&M) of 05 packages of Police Collection Units (PFC) on motorways & expressway up to 30-06-2027.

Eligibility & key requirements: Prospective bidders must be Active Tax Payers with FBR and possess a valid PEC license as required. Bidding is open to all prospective bidders having valid license of Pakistan Engineering Council (PEC) per tender requirements. Bidders whose firms are blacklisted or declared defaulters are not eligible. Arbitration clauses and single-stage-two-envelope procedure apply as per tender documents.

Submission procedure and deadlines: All bids must be submitted online via the NHA e-Bidding Portal. Bid documents, terms and conditions, and detailed package information are available on the e-Bidding Portal. Original bid security and signed technical documents must be delivered to NHA Headquarters by the deadline. Technical bids and financial bids will be handled according to the published schedule; technical bids will be opened on the same day as submission.
