EPADS E-Tender: Preventive Maintenance of Rural Water Supply Scheme – PHE Division Attock

Issuer: Executive Engineer, Public Health Engineering Division, Attock. Public e-tenders are invited for approved development schemes for the 2026-27 financial year through the EPADS (Punjab e-Procurement) platform.

Key instructions and eligibility:

• Eligible contractors/firms must have valid Pakistan Engineering Council (PEC) registration in the relevant categories (CE-09, CE-10) for 2026-27.
• All bidders must be registered on the Punjab e-Procurement System (https://eproc.punjab.gov.pk) and must be active taxpayers (ATL) with a valid Punjab Revenue Authority (PRA) registration/certificate for the current financial year.
• Earnest money: 5% of the estimated cost must be uploaded through EPADS as a CDR; the original CDR must be submitted to the Executive Engineer’s office at least half an hour before bid opening. Failure to submit the original CDR on time may result in disqualification.
• Bids to be submitted online via EPADS. All relevant PPRA and Punjab procurement rules and amendments will be strictly enforced.
• Information on scope of work and other tender documents is available from the office of the Executive Engineer, PHE Division Attock, during office hours.

Submission and opening:

• Online bid submission through EPADS up to 01:00 AM on 2026-09-05.
• Bids will be opened the same day at 02:30 PM in the office of the Executive Engineer, Public Health Engineering Division, Attock, in the presence of the Tender Opening Committee and bidders or their authorized representatives.
• Completion time for awarded works: up to 2027-06-30 (contract time limit 12 months for listed scheme).

Financial security and taxes:

• Bid security: 5% of the estimated cost (in form of CDR).
• The successful contractor is responsible for payment of all applicable taxes as per Government of Punjab rules at the time of payment release.
