District Council Pakpattan Tender Notice – Manhole Repairs & Tuff Tile Works (Bids by 2026-08-22)

Issuer: District Council Pakpattan. Purpose: Electronic bids are invited through the Punjab e-Procurement System for development works including providing/laying tuff tiles at Jamal Chowk and repair/raising of manholes with supply/fixing of manhole covers in the jurisdictions of Tehsil Pakpattan and Tehsil Arifwala.

Eligibility & submission: Contractors/firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for the financial year 2026-27 where applicable and must meet all eligibility requirements in the bidding documents. Bids must be submitted electronically via the Punjab e-Procurement System on or before 2026-08-22 at 12:30 PM. Electronic opening of bids will be on the same day at 01:30 PM in the office of the District Council Pakpattan in the presence of bidders or their authorized representatives.

Bid security & performance security: A bid security equal to 5% of the estimated cost must be submitted only as a Digital Bank Guarantee (e-Bank Guarantee) through the Punjab e-Procurement System. The bidder must generate the portal PDF/link and arrange issuance/transfer of the Digital Bank Guarantee via SWIFT MT760 in favour of the Chief Officer, District Council Pakpattan. Physical bid securities (CDR, pay order, demand draft, etc.) will not be accepted. Bid security must remain valid for 120 days. Upon award, the successful bidder shall furnish a Performance Security equal to 5% of the contract price via SWIFT MT760 as required by the Punjab Procurement Rules, 2014 (as amended).

Other important points: Bids not submitted through the e-Procurement System or lacking the required Digital Bank Guarantee will be rejected. False information, forged documents, or non-compliance may result in disqualification and blacklisting in accordance with rules. The procurement will be conducted under the Punjab Procurement Rules, 2014 (as amended).
