Issuer: Small and Medium Enterprises Development Authority (SMEDA). SMEDA invites proposals (RFP) for consultancy services to design, deploy and operate a National Digital Outreach, Advisory, and Capacity Building Program for MSMEs — "Access to All (A2A)". The procurement reference is P73417 and funds are reserved for FY 2026-27.
Procurement will follow the Single Stage–Two Envelope procedure with Quality and Cost Based Selection (QCBS) in accordance with the Public Procurement Rules, 2004. All proposals must be submitted through EPADS v2.0 by bidders registered on EPADS v2.0. Each proposal must be accompanied by a Bid Securing Declaration in the prescribed format.
