Tender: Construction of External Drainage & Sewerage Works — University of Sufism & Modern Sciences, Bhitshah

University of Sufism and Modern Sciences, Bhitshah (NIT No. USMS/197 of 2026, dated 2026-08-03) invites sealed bids on a single-stage, one-envelope procedure (Procurement Method: EPADS) from reputable and experienced firms/companies for construction of external drainage and sewerage works.

Bid Security & Validity: Bid security: Rs. 3,500,000 (Three Million Five Hundred Thousand Only) in the shape of Pay Order/Call Deposit/Bank Guarantee in favor of University of Sufism and Modern Sciences, Bhitshah. Bid validity: 90 days from date of opening.

Mandatory Eligibility & Documents:
1. Income tax returns filed for the last 3 years with documentary proof.
2. Audit report / bank statement of the firm for last 3 years; average turnover of Rs. 80 million.
3. Details of equipment, machinery and transport owned by firm/contractor with documentary proof.
4. Valid Pakistan Engineering Council (PEC) registration in relevant category: C-4 & above, with specialized codes for construction of external drainage (CE-09(i), CE-10(i), CE-11(i)).
5. Affidavit on original stamp paper confirming the firm has never been blacklisted and is not involved in litigation with any Government, Semi-Government or Autonomous Body.
6. List of similar projects executed in the last 5 years with at least 3 projects of cost not less than Rs. 80 million each, with work orders and completion certificates.
7. Valid registration with tax authorities (FBR/Sindh Revenue Board) and proof of Active Taxpayer status.
8. One original set of bid documents & BOQ duly signed and stamped by the contractor must be submitted at the time of tender opening.

Submission & Payment Instructions: Tender fee and bid security must be submitted as Pay Order/bank draft/Call Deposit/Bank Guarantee in favor of the University of Sufism and Modern Sciences, Bhitshah. Bidding documents and terms are available at https://www.sppra.gop.pk and EPADS. Bidders must submit bids online via EPADS as per policy or submit original documents as specified.

Notes & Conditions: Bids will be rejected if unsigned/unstamped, conditional, received after the deadline, from blacklisted firms, or not accompanied by required bid security. The procuring agency reserves the right to reject any or all bids under Sindh Public Procurement Rules 2010 (amended). No negotiations; give best and final price. In case of public holiday or Force Majeure, the next official working day will be considered for issuance, submission and opening.
