Pakistan Navy (HQ DW&CE) — Pre-Qualification of Firms/Contractors for Construction Works (Islamabad & Karachi)

Issuer: HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. Pakistan Navy invites applications with credentials for pre-qualification of firms/contractors and issuance of tenders under Clause-13, 15 & 16 of PPRA Rules 2004 for multiple construction works.

Key eligibility & application requirements:

• Only firms/contractors enlisted with MES in category A or B, or equivalent Government departments with relevant experience, may apply.
• Applicants must submit a company profile including: details of similar works completed and in hand during the last five years (with sponsoring agency, cost and performance reports), list of major plant/equipment and ownership/lease proof, list of key personnel with qualifications and experience (including valid professional/PEC details where applicable), copies of tax/registration certificates (NTN, Income Tax, Sales Tax, PEC registration), bank statements for last two years, and details of tools/plants/machinery.
• Firms not registered with the Pakistan Engineering Council must complete/renew registration by 30-06-2022 to be considered.
• Pre-qualification documents will be issued by HQ DW&CE (Navy). Completed applications and supporting documents must be submitted to HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by the stated closing time.
• Received bids will be evaluated according to the tender evaluation criteria; the lowest evaluated bids will be considered for contract award. The Accepting Officer reserves the right to accept or reject any or all applications per PPRA rules. Incomplete applications will not be entertained.

Submission and opening: Completed tenders/applications must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1200 hours on the closing date; tenders will be opened at 1230 hours on the same date.
