MEPCO Tender: Transportation, Handling & Erection of HT/LT Spun Poles — Layyah Division

Issuer: Multan Electric Power Company Limited (MEPCO) — Executive Engineer (OP), MEPCO Division Layyah.

MEPCO invites sealed tenders from contractors approved/registered with the Pakistan Engineering Council (PEC) and having the required field specializations (EE-04, EE-05 and CE-10) renewed for the year 2025-26 for work in OP Division Layyah. Tenders must follow PPR rules; bidders or their authorized representatives with power of attorney may attend the opening.

Key submission & procurement details:

• Tender documents available from: 2026-08-17 from the Office of Executive Engineer (OP), MEPCO Division Layyah on payment of Rs. 2,000 (non-refundable). Sale time: 08:30 AM to 02:30 PM (or as per Govt. office timings if modified).
• Tender submission deadline: 2026-08-19 up to 12:00 PM. Tenders will be opened the same day after 30 minutes of closing (approx. 12:30 PM) in presence of bidders or their authorized representatives.
• Earnest money: Bid must include earnest money (03% of bid) in the shape of call deposit from scheduled banks in Pakistan (fresh CDR within validity).
• Performance security: Contractor must submit 05% of total bid as performance security in the form of CDR within 15 days before approval of rates. Failure to submit 05% security within 15 days may result in cancellation of tender and forfeiture of earnest money; defaulting firms may be debarred.
• 05% security will be returned upon successful completion of works; otherwise security & earnest money may be forfeited.
• Bidder eligibility: Only firms pre-qualified/enlisted with WAPDA/PEPCO/DISCOS/NTDC/MEPCO (approved contractors) or contractors with similar experience in WAPDA/NTDC/DISCOS/Government/Semi Government may apply. All contracts shown must equal at least 80% of the value of the contract for which the bid is submitted, with completion certificate.
• Financial capacity: Bidder must demonstrate cash or cash equivalents equal to minimum 40% of the contract value plus current contract commitments. Fresh bank statements of the last one year (up to date) must be provided.
• Tax & registration: Income tax returns for the last 2 years and contractor registration with PRA are required.
• Electronic bidding is not permitted.
• Contractors already working in MEPCO must produce satisfactory performance certificate / no-objection certificate from concerned division. New contractors or those from other areas must produce required original documentation at least 03 days before tender issuance to verify prior awards.

All other terms and conditions, including reserve rights of the competent authority for cancellation or acceptance, will be governed by applicable rules and MEPCO procedures.
