NTC Preliminary Determination: Provisional Anti-Dumping Duties on PVC Resin (Suspension Grade) from USA & Indonesia – 24 Jul 2026

Issuer: National Tariff Commission (Government of Pakistan). Purpose: Preliminary determination and imposition of provisional anti-dumping duties on imports of Polyvinyl Chloride (PVC) Resin – Suspension Grade originating in and/or exported from the Republic of Indonesia and the United States of America.

Scope: PVC resin (suspension grade) used in manufacture of pipes & fittings, garden hose, shoes, cables, films & sheets, compounding, packaging etc.

Period of investigation (POI): For determination of dumping: 2025-01-01 to 2025-12-31. For determination of injury: 2023-01-01 to 2025-12-31.

Summary determination: The Commission provisionally determined dumping and material injury and imposed provisional anti-dumping duties on specified exporters/producers. Interested parties may request a hearing within 30 days of publication.
