NTC Preliminary Determination: Provisional Anti-Dumping Duties on PVC Resin (Suspension Grade) from USA & Indonesia

Issuer: National Tariff Commission (NTC), Government of Pakistan. This is a Notice of Preliminary Determination and imposition of provisional anti-dumping duties on imports of Polyvinyl Chloride (PVC) Resin – Suspension Grade originating in and/or exported from the Republic of Indonesia and the United States of America.

Investigated product: Polyvinyl Chloride Resin (Suspension Grade) (used in manufacture of pipes & fittings, garden hoses, bottles, films & sheets, compounding, packaging, etc.). Tariff headings referenced in the notice include PVC suspension resin classifications.

Period of investigation (POI): For determination of dumping: 2023-01-01 to 2023-12-31. For determination of injury: 2021-01-01 to 2025-12-31.

Preliminary determinations and findings: The NTC found dumping and material injury to the domestic industry and has provisionally imposed anti-dumping duties as indicated in the table below. Specific exporters investigated include Westlake Vinyls Company LP and Westlake Vinyls Inc (United States). The notice also addresses exporters/producers from Indonesia.

Hearing and submissions: Any party wanting an interested-party hearing must file and serve a written request within 30 days of the publication date of this notice.
