Issuer: Karachi Water & Sewerage Corporation (KW&SC) – Karachi Water & Sewerage Services Improvement Project (KWSSIP), Project Implementation Unit (PIU).
Purpose: Request for Expression of Interest (REOI) from legally registered consulting firms in Pakistan for consultancy services to develop an Environmental and Social Management System (ESMS) including an Environmental & Social (E&S) Policy for KW&SC. The contract will be financed in part by a World Bank loan (IBRD 97520 – PK, P171422) administered by the Government of Sindh.

The shortlisting and minimum eligibility requirements include the following:

| Qualification | - Firm must be legally registered in Pakistan with at least 8–10 years of relevant experience. - Firm must have a highly qualified professional team with proven experience in Environmental and Social (E&S) risk assessment, management, and system development for water and sanitation or public sector projects funded by Multilateral Development Banks (MDBs). - Firm must not be on the World Bank debarred list. Letter of incorporation required. |
| General Experience | - Firm should have 8–10 years of experience providing consulting services related to E&S management, risk assessment, institutional development, governance or related fields. |
| Relevant Experience | - At least two (2) completed assignments equivalent to USD 75,000 involving E&S risk assessment, policy development, E&S audit, or compliance monitoring for public sector projects funded by MDBs (copies of verifiable contracts with completion certificates and contact information required). - Demonstrated experience in policy drafting, regulatory framework development for public sector entities and stakeholder engagement, including social risk assessments and community consultations. Experience working with MDBs (World Bank preferred) and in Sindh/Karachi is an advantage. |
| Managerial Capacity | - Adequate logistical capacity with established functioning offices. - Sufficient HR and managerial capacity and expertise as required in the TORs. CVs will be requested at later stages but not evaluated at shortlisting. |
