Engineer-in-Chief Branch, GHQ — Military Engineer Services (MES) invites applications for pre-qualification of firms/contractors/consultants and issuance of tender documents for multiple construction and consultancy works across various locations. Eligible firms should submit credentials and supporting documents as described below.

Key eligibility & submission requirements:
- Firms must furnish full details including work orders, locations and copies of completed project documents with satisfactory completion certificates from users.
- Experience in Construction, Electrical, Mechanical, Plumbing works/services is required; firms must be registered with Pakistan Engineering Council (PEC) in the relevant discipline.
- Firms must provide list of personnel, bank statements, NTN certificate, income tax returns for the last three years and other supporting documents.
- Enlistment requirement: PEC category C-2 & above in the relevant field with validity up to June 2027 (as stated). Preference given to firms enlisted with MES in appropriate category.
- 2% bid/security will be required (refundable) where applicable.
- Pre-qualification will be carried out by the Engineer-in-Chief Branch, GHQ Rawalpindi. Firms with outstanding recoveries or adverse D&E reports may be disqualified.
- Incomplete applications will not be entertained. The accepting officer reserves the right to accept or reject any or all applications in accordance with PPRA rules.
