Key Eligibility & Evaluation Requirements
| 1. Registration | Firm must have required registration documents including tax registration (NTN, FBR, SRB etc.). |

| 2. Experience | Minimum five (5) years' experience in human resources, recruitment or related outsourcing services and successful completion of at least three (3) relevant assignments. |
| 3. Financial Strength | Minimum estimated annual contract value/turnover over last three years with audited financial statements as evidence. |
| 4. Capacity | Profiles of relevant staff, HR outsourcing/manpower supply plan, payroll capability, monitoring and grievance systems, and use of digital tools for management. |
| 5. Credibility | Firm must not be blacklisted or debarred; affidavit on non-judicial stamp required. |
| 6. Tax Compliance | Must be on Active Taxpayers List (ATL) of FBR and have filed income tax returns for the last three years. |
| 7. Client List | Provide list of services provided to public/private sector organizations. |
