OGRA Public Hearing: Master Marketing International Ltd — Licence for Transportation & Sale of Natural Gas

Issuer: Oil & Gas Regulatory Authority (OGRA), Government of Pakistan.

Purpose: Public hearing on the licence application submitted by Master Marketing International (Private) Limited under Rule 4 of the Natural Gas Regulatory Authority (Licensing) Rules, 2002, for a grant of licence to undertake regulated activity of sale of natural gas and transportation of gas. The applicant has submitted a Memorandum of Understanding with United Energy Pakistan Limited (UEPL) for gas supply from the Tibri Gas Field to be supplied to nominated consumers under Gas Sale Agreements (GSAs) in Punjab, Khyber-Pakhtunkhwa (KPK), Sindh and the Federal Capital. The applicant intends to utilize the transmission networks of SNGPL and SSGCL for transportation of gas from delivery points to consumers as per access agreement.

Background: An earlier hearing was held on 2026-06-01 but the Authority adjourned to obtain clarification on certain deficiencies. A fresh public hearing has been scheduled following administrative changes at OGRA.

How to participate or intervene: Interested persons or parties likely to be affected may file written objections, comments or interventions addressed to the Senior Registrar, OGRA, describing the manner in which they may be affected. Intervention requests must be filed along with a fee of Rs. 500 through OGRA's online payment system and an affidavit verifying the contents of the communication before the date of the Public Hearing. Copies of documents submitted by the applicant can be obtained on payment of prescribed charges of Rs. 2 per page from the office of the Senior Registrar or downloaded from OGRA's website (www.ogra.org.pk).

Note: Parties are advised to submit interventions and supporting documentation before the hearing date. The public hearing is to consider the grant of a licence and any objections or representations received will be considered.
