Pakistan Navy (MES) Pre-Qualification & Tender Invitation for Facilities, Furniture and Bazar Supplies

Issuer: HQ Director Works & Chief Engineer (DW&CE), Pakistan Navy, Sector E-8, Naval Complex, Islamabad.

Purpose: Pre-qualification of firms/contractors and subsequent issue of tenders for provision of facilities, furniture and bazar supply items at multiple locations.

Eligibility and required documents:

• Only firms enlisted with Military Engineer Services (MES) in category A or B, or firms from other government departments with experience of similar works, may apply.
• Applicants must submit a company profile including: description of similar works completed in the last five years (with sponsoring agency, contract value and performance report), list of key manpower (including engineers with valid PEC numbers), details of tools, plant & machinery, and bank statements for the last two years.
• Mandatory documents: NTN, FBR documents and PEC registration certificate.
• Note: Firms not registered with Pakistan Engineering Council or whose PEC registration has not been renewed up to 30 June 2021 will not be issued tender documents.

Application & bid conditions:

• Applications will be scrutinized; only pre-qualified firms will be issued tender documents.
• Pre-qualified firms must deposit bid security equal to 2% of the quoted bid price in favour of DW&CE (Navy), Islamabad. Bid security is refundable for unsuccessful firms.
• Firms blacklisted under PPRA rules (including Clause-25) will not be entertained.
• Submission address: HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad.
• Submission deadline and opening: tenders to be received by 11:30 hours on 2026-01-11 and will be opened the same day at 12:00 hours.
