Pakistan Railways Tender: Outsourcing Operation & Management of Concrete Sleeper Factories (Sukkur, Khanewal, Kohat) — 15-Year PPP Concession

Issuer: Pakistan Railways, Concrete Sleeper Factories Directorate, Headquarters Office, Empress Road, Lahore.

Purpose: Outsourcing of operation, management, rehabilitation, upgradation, maintenance and operation of three existing Pakistan Railways Concrete Sleeper Factories on a Public-Private Partnership (PPP) concession basis for 15 years.

Procurement model: PPP under PPRA Rule 36(b), Single Stage Two Envelope (SSTE) bidding procedure. Only pre-qualified firms/companies/JVs may submit proposals.

Submission and proposal rules:

• RFP/Bidding documents may be downloaded from Pakistan Railways and PPRA websites for information only. Documents must be obtained from the office of the Managing Director, Concrete Sleeper Factories, Pakistan Railways, Headquarters Office, Empress Road, Lahore.
• Pre-qualified firms/companies/JVs may apply for one or more factories. For each project applied for, a separate proposal and separate bid security must be submitted.
• Technical and Financial Proposals must be sealed in separate envelopes and submitted to the Managing Director/Concrete Sleeper Factories at the address below by the stated deadline. Technical proposals will be opened publicly at the specified opening time in the presence of representatives of pre-qualified firms who choose to attend.
