NHA RFP: Concessions to Establish Fruit Trees Along National Highways — Pre-bid 2026-08-06, Proposals Due 2026-08-18

Issuer: National Highway Authority (Procurement & Contract Administration Section), Islamabad. Purpose: Invitation for Proposals (RFP) for concessions to establish and maintain fruit trees along specified NHA road corridors on an advance net guaranteed revenue basis. Each area will be awarded as a separate concession; concession period is fifteen (15) years with an initial mobilization/plantation period of five (05) years. On completion of the concession period the concessionaire will hand over the inventory of fruit trees and installations to NHA in properly maintained operational condition.

How to obtain RFP / bid documents: RFP documents (terms, conditions and scope) are available from the Office of the General Manager (P&CA), NHA Headquarters, Islamabad during office hours. Obtainable until 2026-07-30 by depositing Rs. 5,000 (non-refundable) in favor of the NHA Road Maintenance Account. Bidding documents are also downloadable free of cost from NHA website: www.nha.gov.pk.

Bid security / fees / notes: RFP fee Rs. 5,000 (non-refundable). Prospective bidder should be an active taxpayer. Detailed financial bids of technically qualified bidders will be opened and announced after technical evaluation. Bidders are instructed to register on eProcure (PPRA) at www.eprocure.gov.pk as manual bids (hard copy) will be eliminated in upcoming procurements.
