LDA Public Notice: Construction Safety & Excavation Prohibited During Monsoon

Issuer: Lahore Development Authority (Government of Punjab).

Purpose: Alert to owners, builders, consultants, architects, structural engineers and resident engineers about mandatory safety measures during the monsoon season and a temporary prohibition on excavation.

Key instructions and requirements:

• Excavation is prohibited up to 15th August (year not specified).

• All construction sites including basement construction must ensure adequate shoring arrangements, structural stability measures and safety precautions as required under LDA Building & Zoning Regulations.

• Ensure proper shoring and retaining arrangements at construction sites and take necessary measures to safeguard adjoining properties, public infrastructure and human life.

• Conduct regular site inspections to ensure structural stability and safety. Maintain required safety and protective measures throughout the construction period and keep certifications, testing and inspection records up to date.

• Furnish certifications from the concerned Architect, Structural Engineer and Resident Engineer regarding the stability and safety of the structure within 3 days to LDA based on the inspection report.

Liability and penalties:

• Any damage, loss or accident caused due to inadequate safety measures, improper shoring arrangements or negligence shall be the sole responsibility of the owner, builder, consultant and supervising engineers.

• In case of non-compliance, LDA reserves the right to initiate legal actions including registration of an FIR, sealing of property, cancellation of building plan and imposition of heavy fines.

Action required: Immediate implementation of prescribed shoring and safety measures at all active construction sites; submission of safety certification reports to LDA within the specified timeframe.
