NHA Invitation for Proposals — Concessions to Establish Fruit Orchards on NHA Roads (Revenue-Sharing)

National Highway Authority (NHA), Ministry of Communications, Islamabad invites sealed Proposals for awarding concessions to establish fruit orchards (fruit trees) along selected NHA road corridors on a guaranteed revenue-sharing basis. The project comprises plantation packages on multiple motorways/highways and selected interchanges/compact blocks with a total of 648,622 plants.

Status and key conditions: Prospective bidders must be active taxpayers. Each listed area will be awarded as a separate concession. The standard concession term is fifteen (15) years, extendable by ten (10) years by mutual consent. A mobilization/plantation period of up to five (05) years is allowed. Concessionaires are required to pay agreed annual guaranteed revenue in advance to NHA as per contract. Full terms, conditions and scope are provided in the RFP.

How to obtain RFP: The RFP (Request for Proposal) may be obtained from the office of the General Manager (P&CA), NHA-HQ, Islamabad during working hours by depositing Rs. 5,000 (non-refundable) in favour of NHA Road Maintenance Account, Islamabad. The RFP document can also be downloaded free of cost from NHA's website (www.nha.gov.pk). Bidding documents may also be available on the PPRA website.

Important dates:

• Last date to obtain RFP in person / deposit: July 30, 2026
• Pre-bid meeting: August 06, 2026 at 11:30 hours (NHA Auditorium, Islamabad)
• Submission deadline: August 18, 2026 until 11:00 hours (NHA Auditorium, Islamabad)
• Technical proposals opening: August 18, 2026 at 11:30 hours

Procurement & submission: Technical and Financial Proposals must be submitted complete in all respects by the submission deadline. Details on bid security, proposal format and evaluation criteria are provided in the RFP. Prospective bidders are advised to register on the e-procurement portal where relevant.
