PIDCL Re-Invitation of Tenders via e-PADS for Multiple Road, Drainage and Civil Works (Islamabad)

Issuer: Pakistan Infrastructure Development Company Limited (PIDCL), Ministry of Housing & Works, Government of Pakistan. PIDCL invites re-submission of bids through the e-PADS (e-procurement) portal under Single Stage One Envelope Procurement Method for multiple civil, road, drainage and related construction packages.

Scope & packages: Multiple work packages (listed in the tender notice) comprising repair and construction of roads, drains, culverts, retention works and allied civil works across PIDCL project locations. Package-specific eligibility, PEC category and estimated costs vary by package and are published in the tender documents.

Key submission and eligibility conditions:

• Bidding documents are available online through PIDCL and the e-PADS portal (https://eprocure.gov.pk). Package-wise document cost and bid security amounts are shown in the published tender schedule.
• Bids must be submitted online via the e-PADS system; original/certified documents and bid security (CDR/Bank Guarantee as specified) must be delivered to PIDCL as required by the tender rules.
• Contractors must meet the PEC registration/category requirements stated for each package and provide relevant experience and qualification proof with their bids.
• Bid security in the form of CDR or Bank Guarantee from a scheduled bank in Pakistan is required as specified in each package. Bid securities will be forfeited for withdrawal or non-compliance per tender terms.
• All bids shall remain valid as per the procurement rules; PIDCL reserves the right to accept or reject any bid and to cancel or modify the tender process per regulatory provisions.
