E-Bidding: Repair & Maintenance of Rawalpindi Cantonment Board (RCB) Vehicles

Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonment Dept). The Board invites electronic bids (Single Stage – One Envelope) through ePADS v2.0 for repair and maintenance services of RCB vehicles.

Key Conditions and Submission Instructions:

- Bidding documents are available only on PPRA and ePADS v2.0 portals; no hard copies will be issued. Only firms registered on ePADS are eligible to participate.

- Eligibility: Firms/workshops must be registered with FBR, possess valid NTN and active Sales Tax Registration, and have relevant experience in vehicle repair/maintenance. Firms blacklisted by any Government/Semi-Government/Autonomous Organization are not eligible.

- Earnest Money: 2% of estimated cost to be furnished as a Call Deposit Receipt (CDR) issued by any scheduled bank in favor of the Cantonment Executive Officer, Rawalpindi Cantonment Board. A scanned copy must be uploaded with the e-bid; original CDR must be submitted before bid opening.

- Procurement Method: Open Competitive Bidding under Single Stage – One Envelope procedure adopting Least Cost Based Selection (LCBS) in accordance with PPRA Rules, 2004.

- Submission & Opening: Bids must be prepared per bidding documents and submitted electronically through ePADS v2.0 on or before 03 August 2026 at 13:00 hours. Bids will be opened on the same day at 13:30 hours. Vendors not registered on ePADS v2.0 may not be entertained.

- Grievance Redressal: A Grievance Redressal Committee (GRC) has been constituted as per Rule 48 of PPRA Rules, 2004.

- Additional: Detailed terms, conditions, and tender documents are available on the ePADS portal (vendors.epads.gov.pk). The Procuring Agency reserves the right to accept or reject any or all bids in accordance with Rule 33(1) of PPRA Rules, 2004.
