Issuer: Punjab Municipal Development Fund Company (PMDFC). Purpose: Invitation for listing of manufacturers of Reinforced Concrete (RCC) sewerage pipes with integrally cast inner HDPE lining for municipal infrastructure projects under the Punjab Inclusive Cities Program (World Bank funded, to be implemented in 16 cities of Punjab).
Eligibility and key minimum requirements:
- Manufacturer must be duly registered with SECP and FBR and legally operating in Pakistan.
- Proposed pipes must be manufactured with integrally cast inner HDPE lining and conform to recognized ASTM and ISO standards relevant to reinforced concrete pipes, polyethylene lining, testing, quality control, and durability.
- Manufacturer must possess a valid ISO 9001 (or equivalent) Quality Management System certification.
- Documentary evidence of compliance with applicable ASTM and ISO standards through third-party/independent lab test reports issued by accredited laboratories.
- Demonstrated successful experience in manufacturing and supplying similar sewerage pipes for infrastructure projects.
- Adequate manufacturing facilities, production capacity, quality assurance systems, and technical expertise.
- No history of blacklisting by any government or private entity.
