Tender: Installation of ABC Cable & Smart Energy Meters in District Diamer — W&P Division Diamer (GB) — Bids Due 2026-08-12

Issuer: Government of Gilgit-Baltistan, Water & Power Department — Office of the Executive Engineer, W&P Division Diamer (Chilas). Tender Ref: No.EE-W&P/AB/2023-24/72 dated 15-07-2026.

Purpose: Single-stage, two-envelope open bidding for installation of ABC cable and supply/installation of smart energy meters under GBADP 2026-27 in District Diamer. Sealed bids are invited from original manufacturers, joint ventures with original manufacturers, or authorized dealers registered with the Pakistan Engineering Council (PEC) in the relevant category with a valid license. Foreign firms may bid only in joint venture with a Pakistani contractor per PEC by-laws.

How to apply / submit bids: Tender documents (sold/issued from the office of the Executive Engineer W&P Division Diamer-Chilas) must be submitted in sealed envelopes clearly indicating the package name, following the "single stage two envelope" (SSTE) bidding procedure. Bid security must be provided in the shape of deposit at call or bank guarantee from a scheduled bank of Pakistan; otherwise the proposal may be rejected.

• Tender forms are issued to original manufacturers or authorized dealers on deposited/renewal/enlistment fee for the financial year 2024-25 as applicable.
• Incomplete technical proposals or bids without required bid security will be rejected. Bidders may obtain further information from the Executive Engineer's office during office hours.
• The procuring agency reserves the right to accept/reject any or all bids as per applicable rules (e.g., 36 GB PPR/Rule 2022) and to make payments subject to availability/release of funds.
• Pre-bid meeting: 2026-08-02 at 11:30 AM.
• Undertaking on firm letterhead for no-blacklisting may be required.
