Tender: Provision of Security Guards with Licensed Arms – Municipal Corporation Rawalpindi (12 months)

Issuer: Municipal Corporation Rawalpindi. Municipal Corporation Rawalpindi invites bids (Punjab e-Procurement) for the provision of security services/security guards with licensed arms for selected municipal facilities for a one-year term.

Key conditions: Firms must be registered and compliant (e.g., SECP/Company registration, NTN, PRA, EOBI, PESSI, police registration and NOC from Ministry of Interior as applicable) and registered on Punjab e-Procurement for the financial year 2026-27. Bidding will follow a single-stage, two-envelope procedure (separate Technical and Financial Proposals). Financial bids of only technically qualified bidders will be opened. Manual or hand-delivered bids are not acceptable for evaluation; bidders must upload bids on the Punjab e-Procurement portal. Bid security (CDR) of 5% of the estimated cost must be submitted on Punjab e-Procurement and the original hard copy of the CDR must be deposited in the office of the Municipal Officer (Services) before the bid closing date/time. Firms/contractors are responsible for payment of all applicable taxes. PPRA rules apply.

How to obtain and submit documents: Download the bid document and submit/upload proposals via the Punjab e-Procurement portal (http://eproc.punjab.gov.pk/ViewTender.aspx). The original Call Deposit Receipt (CDR) must also be submitted in hard copy to the Municipal Officer (Services) before the bid closing time.

Submission deadline: Bids must be submitted on or before 2026-08-10 at 12:00 PM; technical bids will be opened the same day at 02:00 PM through Punjab e-Procurement. Late or non-compliant bids will be rejected.
