Invitation for E-Bids: Framework Contract for Procurement of Goods (Stationery, Printing, IT, Furniture) — Health & Population Department, Punjab

Health & Population Department, Government of the Punjab invites e-bids from eligible bidders for a framework contract for procurement of goods for financial year 2026-27. Procurement covers Stationery, Printing, Computer Stationery, IT Equipment, Plant & Machinery, Furniture & Fixture, General Store & Office Items, and related goods.

How to obtain bidding documents: Bidding documents and detailed specifications are available on the Punjab E-Procurement System (http://eproc.punjab.gov.pk) and the Health & Population Department website. Interested eligible bidders may download the documents from these websites.

Bidding procedure and submission: Bids will be conducted through Single Stage – Two Envelope procedure as per Rule 38 (2)(a) of the Punjab Procurement Rules 2014 (Amended). Bids must be uploaded on the Punjab E-Procurement System. Evidence of bid security must be submitted as required by the e-procurement system and a physical copy of bid security (as specified) must be submitted to the Office of the Section Officer (General), Health & Population Department, 1-Birdwood Road, Lahore. Only bids submitted through the Punjab E-Procurement System will be entertained.

Notes and compliance: All assessments and procurement procedures including receiving, opening and awarding will be governed by the Punjab Procurement Rules 2014 (Amended). Bidders are advised to ensure timely uploading of bids on the new portal and to follow all instructions and timelines on the portal. The department reserves the right to accept or reject any bid or proposal as per Rule 35 of the Punjab Procurement Rules, 2014.
