Pakistan Railways Request for Bids – Multiple Procurement Packages (EPADS)

Pakistan Railways Headquarters Office (Chief Controller of Purchase) invites sealed bids from eligible bidders for multiple procurement packages planned for FY 2026-27. Procurement will be carried out under the Public Procurement Rules using the Single Stage–Two Envelope method and the Least Cost Based Selection (LCBS) technique where applicable. Bidding documents, instructions and specifications are available online via the e-PAK Acquisition & Disposal System (EPADS v2.0).

Submission & bidding procedure

- All bidding documents, detailed terms & conditions, specifications and e-requirements are available on EPADS: https://epads.gov.pk/opportunities/federal/procurements/66140 (and related EPADS links).

- Bidders must be registered on EPADS v2.0 to participate. Registration and document download are mandatory.

- Bid security must be provided as specified in the bidding documents. Acceptable forms include Pay Order, Call Deposit, Bank Guarantee or Demand Draft, or a bid-securing declaration where allowed.

- Manual submission of bids is not allowed. All e-bids must be submitted through EPADS v2.0.

Important dates

- e-Bids must be submitted on EPADS v2.0 on or before: 2026-08-07 at 10:30 AM local time.

- e-Bid opening on EPADS v2.0: 2026-08-07 at 11:00 AM local time.
