KP C&W Division Dir Upper — E-Bidding Notice for Road Construction, Rehabilitation & Widening (Malakand/Upper Dir) — Closing 2026-08-24

Issuer: Government of Khyber Pakhtunkhwa, Communication & Works Department — C&W Division Dir Upper.

Purpose: Invitation for electronic bids for multiple packages for construction, improvement, rehabilitation and widening of bituminous (BT) roads in Malakand Division (Upper Dir). Procurement will follow Single Stage Two-Envelope E-Bidding System via the E-PADE platform in accordance with KPPRA Procurement Rules 2014.

Eligibility: Firms/contractors registered with relevant authorities and holding the required PEC category for each package (examples shown as C-5 & above or C-3 & above where specified). Detailed eligibility, qualification and required documents are available in the bidding documents; submission of the specified technical documents is mandatory and must be uploaded as part of the E-bid before financial bid submission.

Bid security and tender fee: Bid security and tender fee vary by package and are specified in the tender documents for each package. Original Call Deposit for bid security and Tender Fee must be enclosed in the Technical Proposal and reach the office before the closing time. A non-refundable payment of Rs.5,000/- for each package (cash) is required at the C&W Division office as indicated in the notice.

Submission & opening: Bids must be submitted through the E-PADE system before the deadline. Technical bids will be opened online on the specified opening date/time; financial bids will remain sealed until evaluation of technical proposals. Specific package wise submission deadline and opening time shown in the tender schedule are 24-08-2026 (technical bids opening 24-08-2026 at 12:30 PM; submission cutoff 24-08-2026 at 12:00 PM) as indicated in the notice for all listed packages.

Important conditions (excerpt): original bid security must be produced before opening, bidders must not be blacklisted (affidavit on stamp paper required), bidders should be registered with Khyber Pakhtunkhwa Revenue Authority where applicable, and all other conditions in the bidding documents apply. Failure to submit original required securities may render a bid non-responsive.
