E-Tender Notice — Development Schemes (ADP 2026-27) | District Council Mandi Bahauddin

Purpose: Invitation to tender for Development Schemes under the Annual Development Program (ADP) Financial Year 2026-27. Only contractors registered on E-PAAS and with Pakistan Engineering Council (PEC) registration in the relevant category/codes may participate. Estimates prepared on MRS 11th Bi-Annual 2026 and local market rates.

Submission & opening: Tender/bidding documents must be uploaded to the EPAD/E-PAAS dashboard by 2026-08-06 at 12:00 PM. Tenders will be opened on 2026-08-06 at 12:30 PM in the Hall of District Council, Mandi Bahauddin in the presence of contractors or their representatives.

Security & selection: A 5% bid security (earnest money) in favour of District Council M.B.Din must be provided as per portal guidelines. The method of selection is least-cost. Conditional tenders will not be entertained. If a bidder quotes more than 4.99% below the estimated cost, the successful bidder must deposit additional performance/quality assurance security equal to the difference between the estimated cost and the quoted amount as per Finance Department / LG&CD instructions; failure to do so will lead to forfeiture of deposited money. Submission of forged documents or CDR will result in legal action.

Procurement system: With effect from 01 July 2026 procurements across Punjab are conducted through the Punjab E-Procurement System (ePPS); guidance is available on the e-procurement portal. Responsive time for bid submission is calculated from the date of advertisement on the PPRA website.

Notes: Conditional/conditional tenders will not be accepted. Contractors will be bound to perform the work in accordance with PPRA rules. This notice is issued by the Chief Officer, District Council M.B.Din.
