The Management Services Wing, Establishment Division, Government of Pakistan, Islamabad, invites e-bids from original manufacturers, authorised dealers, reputed stationers and general order suppliers registered with the Sales Tax and Income Tax Departments and appearing on the Active Taxpayers List (ATL) of FBR, with offices and relevant expertise in Rawalpindi/Islamabad, for the supply of stationery and miscellaneous items for the Financial Year 2026-27. Procurement will be conducted through Open Competitive Bidding under PPRA Rules.

Key submission & opening details:
- E-bidding documents to be collected and bids submitted via the EPADS portal (http://eproc.gov.pk). No manual/hard-copy bids will be accepted.
- Prospective bidders must apply for pre-qualification for 2026-27 through EPADS.
- Earnest money (Pay Order / Demand Draft / Bid Security in favour of DDO Management Services Wing) must be scanned and uploaded on EPADS by 11:00 AM on 2026-08-10.
- E-bids will be opened on 2026-08-10 at 11:30 AM in the presence of bidders or their authorized representatives at Committee Room No. 410, 4th Floor, Shaheed-e-Millat Secretariat, Islamabad.

- Register on EPADS (http://eproc.gov.pk) and submit documents through EPADS.
- Bidding documents are also available from the Establishment Division website (www.establishment.gov.pk) and relevant procurement portals.
Eligibility & other instructions:
- Suppliers must be registered with Sales Tax & Income Tax Departments and on the FBR ATL.
- Suppliers should have offices and relevant expertise in Rawalpindi/Islamabad.
- Samples of items (where applicable, especially paper) should be provided.
- Single stage, one-envelope procedure as per Rule 36(a) of PPRA Rules 2004 applies.
- The Tender Committee may reject all bids or proposals in accordance with Rule 33 of PPRA Rules-2004.
