Hazara Electric Supply Company (HAZECO) invites e-Bids (Single Stage One Envelope, National Competitive Bidding) from contractors registered with PPRA EPADS and the Pakistan Engineering Council (PEC) (renewed for 2026-27) for the following rehabilitation and construction works at HAZECO grid stations. Submission and opening will be conducted through the E-Pak Acquisition & Disposal System (E-PADS) portal (http://www.eprocure.gov.pk).

Eligibility & Requirements:
- Registration with PPRA (use of EPADS) and valid Pakistan Engineering Council (PEC) registration renewed for 2026-27 in the specified category/codes.
- Minimum five (05) years of construction experience in the relevant field.
- Bidder must be an active taxpayer (FBR, relevant provincial tax where applicable). Joint Ventures are excluded.
- At least two (02) civil contracts of similar nature completed within the last five (05) years; value of each comparable work should be not less than 50% of the estimated cost. Supporting work orders, contracts and completion certificates required.
- Certified financial records for the last three (03) years from a firm registered with the Institute of Chartered Accountants of Pakistan (ICAP) must be provided.
Bid Security / Financial Criteria:
- AATO (PKR) = 70% of estimated cost for each NCB.
- Financial Resources / Cash Flow (PKR) = 30% of estimated cost for each NCB.
Submission & Additional Terms:
- Complete bidding documents and instructions are available on EPADS (http://www.eprocure.gov.pk) and at the office of the Project Director (GSC), HAZECO Abbottabad.
- Prospective bidders shall submit e-Bid Security (bank guarantee or bank draft) in favor of PD(GSC) HAZECO Abbottabad as per the bidding documents.
- CNIC and registration certificates (PEC, etc.) must be submitted with the online bid.
- Conditional bids will not be accepted. HAZECO reserves the right to accept or reject any or all bids as per PPRA Rules 2023.
