Eligibility & Qualification
• Valid registration with Pakistan Engineering Council (PEC) for 2026-27 in the required category and codes.
• Registration on PPRA E-PADS / e-procurement and active taxpayer status.
• Minimum five (05) years’ relevant construction experience.
• Completion of at least two (02) similar civil contracts in the last five years as per bid documents.
• Audited financial statements / proof of financial soundness for the last three years prepared by Chartered Accountants.
Bid Security & Financial Requirements
• Bid security / earnest money is required as specified in the bidding documents (bank guarantee or call deposit in favour of HAZECO).
• Additional bid security of 2% may be required for bids quoting more than 10% below the estimated cost (as specified).
• Financial capability requirements shown in bidding documents (examples: AATO / liquidity and cash/financial resources percentages of estimated cost as specified in tender).

• Complete bidding documents and submission must be done online via the E-PADS / e-procurement portal: http://www.eprocure.gov.pk / http://www.epadre.gov.pk (follow PPRA E-Bidding procedures).
• A complete set of bidding documents and specifications may also be obtained from the office of the Project Director (GSC) HAZECO, Abbottabad as per instructions in the bid documents.
• Single Stage One Envelope method will be used; late or incomplete bids will be rejected.
