SEPCO Invitation to E-Bids for Printing Electricity Consumer Bill Forms (EPADS v2.0) – Closing 2026-07-29

Issuer: Sukkur Electric Power Company (SEPCO). SEPCO invites sealed/electronic e-bids (EPADS v2.0) on an FCS (free delivery to consignee's stores) basis for printing Electricity Consumer Bill Forms. Procurement will follow PPRA Rule 36(a) under the Single Stage–One Envelope procedure. Delivery locations include SEPCO Regional Stores Rohri and Larkana.

Eligibility and requirements:

• WAPDA/DISCOs/GENCOs/NGC registered and non-registered firms may participate if they meet bidding eligibility criteria.
• Bidders must be registered with Income Tax and Sales Tax authorities and must be on the Active Taxpayers List (ATL) of FBR.
• Bid security (fixed) must accompany e-bids as specified in bidding documents (in favor of Chief Executive Officer SEPCO Sukkur) in the form of Bank Guarantee / CDR / Banker’s Cheque from any scheduled bank of Pakistan. Scanned copy to be uploaded on EPADS; original to be submitted before bid closing.
• Bid validity: 90 days. Bank instrument validity shall remain valid for an additional 28 days beyond the bid validity.

• Complete bidding documents, terms and specifications are available to registered bidders on EPADS v2.0 at https://epads.gov.pk. Vendors may register at https://vendors.epads.gov.pk. A vendor registration tutorial is available on YouTube (link provided in the bidding notice).
• Electronic bids must be submitted via EPADS v2.0 on or before the submission deadline. Electronic bids will be opened on the same day using EPADS.

• All e-bids must comply with instructions in the bidding documents. Failure to submit required documents or original bid security before closing will result in rejection.
• Late submissions will not be accepted. No request for escalation in cost after bid opening will be entertained.
