SEPCO Sukkur Invitation to E-Bids for Printing of Electricity Consumer Bill Forms

Sukkur Electric Power Company (SEPCO), Sukkur invites sealed/electronic item-wise bids from eligible printing firms and suppliers for the printing of electricity consumer bill forms on an FCS (free delivery to consignee's stores) basis through EPADS Version 2.0 (e-tendering). Both registered and non-registered firms supplying WAPDA/DISCOs/GFNCos/NGC may participate subject to eligibility criteria. Bidders must be registered with Income Tax and Sales Tax authorities and appear on the Active Taxpayers List (ATL) of FBR.

Key procurement and bidding instructions:

• Method of procurement: PPRA Rule 36(a) — Single Stage-One Envelope Procedure on FCS basis.
• E-bidding platform: EPADS v2.0. Tender documents, terms and specifications are available to registered bidders on EPADS.
• Registration/help: Vendors may register on https://vendors.epads.gov.pk. Additional EPADS information is at https://epads.gov.pk and instructional video link referenced in the notice.
• Bid security: All e-bids must be accompanied by the required bid security in the shape of a Bank Guarantee / CDR / Banker’s Cheque in favour of Chief Executive Officer SEPCO Sukkur. The original security must be delivered to the Procuring Agency on or before the e-bid submission date/time; failure to submit the original will lead to rejection.
• Bid validity: Bids shall remain valid for 90 days. Bank instrument must remain valid for an additional 28 days beyond the validity date.
• Submission & opening: Bids submitted via EPADS v2.0; electronic bids will be opened on EPADS on the same day using EPADS (subject to schedule). Exact submission/opening dates and times are published on EPADS for each package.
