CDA Tender — Development of Capital House, Sector F-5 Islamabad (E-Bid, Bid Security Rs.33.00M)

Issuer: Capital Development Authority (CDA), Procurement & Contract Agreement-I. CDA invites online e-bids from contractors/joint venture firms having relevant experience and capable of performing the work for the Development of Capital House in Sector F-5, Islamabad.

- Bidding documents available online through the E-PADS / eProcurement system at http://eprocure.gov.pk. Documents available with effect from 2026-07-20.

- Procurement procedure: Two-Stage, Two-Envelope method in line with Rule 36(d) of the Public Procurement Rules 2004 and e-Pak Procurement Regulations 2023.

- Eligibility: Prospective contractors/joint ventures with relevant experience and qualifications as specified in the bidding documents.

- Bid Security: Rs. 33.00 Million (refundable). Must be submitted as pay order/CDR in favor of DDO (Procurement & Contract), CDA issued by a scheduled bank of Pakistan. Scanned copy of bid security must be uploaded on E-PADS; original pay order/CDR to be presented before opening of technical bids.

- Submission method: Bids to be submitted online only via E-PADS (http://eprocure.gov.pk) as per instructions contained in the ITB/Bidding Documents. Bids must be uploaded on or before the stated due date and time; late bids will not be accepted.

- Opening: Technical bids will be opened online on the specified opening date and time. Bidders or their authorized representatives may attend as per instructions in the bidding documents.
