Tender Notice — DWSS Junaid Koroona Dakhli Mathan Khel (ADP 250725), Lakki Marwat

Issuer: Office of the Executive Engineer, Public Health Engineering Division, Lakki Marwat. Project: Lakki Area Development Project (to be funded from 15% Oil & Gas Royalty), ADP No. 250725. Bids are invited through E-PADS on Single Stage Single Envelope basis from eligible government contractors.

Registration & eligibility: Bidders must be registered on E-PADS (E-Pak Acquisition and Disposal System) and with Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA), Pakistan Engineering Council (PEC), Khyber Pakhtunkhwa Revenue Authority (KPRA) (status shall be Active), and Federal Board of Revenue (FBR) (status shall be Active).

How to apply / documents: Bid Solicitation Documents (BSD) / Bill of Quantities (BOQs) and instructions to bidders can be downloaded from the EPADS website: www.eprocure.gov.pk. Financial bids will be opened on the same day at 2:00 PM in the presence of contractors or their authorized representatives.

Bid security & conditions: Contractor bidders shall submit 2% bid security (CDR) and additional security as per KPPRA Notification S.R.O.(14)/Vol:1-24/2021-22 dated 10-05-2022. Khyber Pakhtunkhwa Public Procurement (Bid Security instrument submission and Enforcement) Regulations 2025 notified vide S.R.O.(29)/Vol:1-40/2025-26 dated 2025-10-29 shall be followed. If a bidder quotes more than 20% below the estimated cost and does not provide required detailed rate analysis or additional security on EPADS, the bid will be declared non-responsive and bid security may be forfeited.

Other conditions: No bank guarantee is acceptable. The Competent Authority reserves the right to reject any or all bids by assigning cogent reasons (Rule-47 of KPPRA 2014). All other terms and conditions shall be as per KPPRA rules, PEC, SBDs and other relevant laws.
