FDI Invitation for Bids: Procurement of FDI Vaccines for FY 2026-27 (Islamabad)

Issuer: Federal Directorate of Immunization (FDI), Ministry of National Health Services, Regulations & Coordination, Government of Pakistan. Procurement mode: Technical and financial bids through EPADS v2.0 on Delivered Duty Paid (DDP) basis to FDI office, Prime Minister's National Health Complex, Chak Shahzad, Park Road, Islamabad.

Eligible bidders: Original manufacturers, their authorized agents and suppliers in Pakistan registered with Income Tax and Sales Tax authorities and appearing on the Active Taxpayers List (ATL) of FBR.

Bid documents: Available for download from the Public Procurement Regulatory Authority (PPRA) website (www.ppra.gov.pk) and EPADS (http://epads.gov.pk) until the closing date. Bids must be submitted electronically through EPADS v2.0. Manual submissions will not be entertained.

Bid security: Must accompany proposals in the form of a pay order/bank draft/call deposit/ bank guarantee and be deposited in the name of the Drawing & Disbursing Officer of FDI, Islamabad. A scanned copy of the bid security must be uploaded with the e-bid; the original hard copy of the bid security must be submitted to FDI before the bid submission deadline.

Submission & opening: E-bids must be submitted via EPADS v2.0 by 11:00 hours on 2026-09-24. E-bids will be opened publicly on the same day at 12:00 (noon) in the Conference Room of FDI by the Federal Procurement Committee in the presence of bidders or their authorized representatives.

Other notes: Bids must follow Public Procurement Rules, 2004 (single stage – two envelopes procedure as specified). The competent authority reserves the right to accept or reject any or all bids as per Rule 33 (Rejection of Bids).
